The Talent and University Relations Program Consultant will play a key role in advancing and solidifying a collaborative project led by the Office of State Human Resources and the NC Strategic Partnerships office to strengthen the student talent pipeline from NC’s colleges/universities to state government careers. The Consultant will work with the Talent Acquisition team at the Office of State Human Resources and the Strategic Partnerships team at the Office of State Budget and Management to help build a greater awareness of the career opportunities in state government for the students earning degrees and certificates from NC’s colleges and universities. This is a unique opportunity to guide an initiative that is fundamentally improving and expanding the ties among State agencies and NC Colleges/Universities.

The NC Student Talent Partnership is creating a community of professionals from North Carolina State Agencies and NC’s institutions of higher education who are collaborating to cultivate talent from higher education into state public service. The partnership of professionals identifies needs and opportunities, shares best practices, implements strategies for success.

Primary Responsibilities:

  1. Coordinate and facilitate a project steering committee with representation from agency recruiters and campus career professionals who meet regularly to address needs, move forward with existing efforts, and identify new opportunities for impact.
  2. Assist with managing working groups focused on identifying solutions to needs such as a training tool to improve campus stakeholders’ understanding of the state application and related processes.
  3. Finalize and develop a plan for widely publicizing an online database of (1) all accredited colleges and universities in NC, (2) contact information for campus career professionals from across NC, (3) contact information for state agency recruiters, (4) a list of campus career fairs (5) other relevant information to simplify and expand engagement between job seekers and recruiters.
  4. Create a communications plan to keep participants and other stakeholders informed of the status of working groups and initiatives, share best practices and current and relevant recruitment strategies

In addition to the primary responsibilities there will be opportunities to further developing NC’s talent pipeline network; related partnerships with state agencies and college/university officials; and related projects and initiatives of the NC Office of Strategic Partnerships such as the COVID-19 Student Response CorpsKnowledge, Skills and Abilities / Competencies

  • Demonstrated experience managing various recruiting/ talent acquisition or student-related projects
  • Proven experience communicating with and building partnerships with a variety of different internal and external stakeholders such as colleges, universities, department heads, professional associations, recruiters, HR professionals, and other stakeholders.
  • Knowledge of college recruiting and university relations, along with internship programs and entry-level program hiring, or similar student-related program(s)
  • Experience with Microsoft Office 365 Suite or similar program (i.e. Google Platform), along with virtual platforms such as Microsoft Teams, WebEx, Zoom, or similar platform
  • Experience setting up/ preparing for and co-leading/ co-facilitating stakeholder meetings
  • Proven experience utilizing social media platforms (LinkedIn, Facebook, Twitter, similar social media channels)
  • Experience updating and maintaining company/ organization website, partnering with communications, and developing/ designing student or career-related advertisements (print or online – flyers, collateral, social media posts, etc.)
  • Demonstrated experience developing, managing and maintaining various databases containing student, candidate, or employer type information via Microsoft Excel, SharePoint, or similar system
  • Strong written and verbal communication skills
  • Strong organizational skills.

Minimum Education and Experience Requirements

Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution and 2 years of experience required; or High school or General Educational Development (GED) diploma and 6 years of progressive experience in Human Resources; or equivalent combination or education and experience.

Management Preferences:

  • Experience in a college recruiting/ university relations-type role (recruiting coordinator/ recruiting specialist), OR career services role as a program specialist/ program coordinator
  • Experience working with the college student population (interns, student organizations), along with professional organizations

Job Order Hourly Rate of Pay: $28.00 (Based on education and/or years of relevant work experience reflected on the application)
This is an 11 month position.

NOTE:  If you are a current NC State Government employee, you will not be considered for a temporary assignment. Temporary Solutions cannot accommodate dual employment.
